is this pipe a bottom end or top end pipe?

there are many reviews on this pipe, some saying that it increases the bottom end, and some saying that it decreases the bottom end and makes you'r bike a screamer. I am looking for bottom end, for enduro riding, is this pipe the one? (for a suzuki rm 125)
